Unlike all other senior projects in Davis, ERC was developed as the first and only senior housing project that accommodates a mix of income groups. There is no senior community in Davis except ERC where seniors at 120% and less of median income are eligible. Seniors in the 120% and below income category are not eligible to live at the University Retirement Community, Covell Gardens, Shasta Point, Walnut Terrace or Kennedy Place.

Seniors 62 and over are eligible to live there. Rents will range from approximately $250 up to depending on the household income level.

Eleanor Roosevelt Circle is situated at Cantrill and Fifth Street to the west of the new Davis Police Station. Eleanor Roosevelt Circle has easy access to the downtown and the rest of Davis through 37 buses a day on the Unitrans A Line. The A Line going downtown stops on Fifth Street just across the road. ERC is opposite a small pocket park and greenbelt and within a ten minute walk of the Konditorei Austrian Pastry Bakery and the Mace Ranch Retail Center. ERC is close to the Davis Post Office, the DMV office and a few minutes drive from Nugget and the Oak Tree Plaza Shopping Center, Safeway and the Oakshade Shopping Center and the Downtown with its many shops and the Co-op. Residents who are registered with Davis Community Transit (call 757-4408) can obtain curb to curb service when they call in. There is a convenient drop off point for cars and buses at the ERC entrance.

At ERC all the apartments are south-facing and energy-efficient. Each apartment is 605 sq. ft. with many conveniences for seniors. There is a North and South building with three floors, each with an elevator and a laundry room. All the apartments will be visitable and a number will be built to meet the needs of the handicapped population. There will be adequate parking on site in addition to handicapped parking.

Eleanor Roosevelt Circle was created with resident participation and involvement in mind. Residents living at ERC can participate in the Resident’s Co-operative Council. In the courtyard between the two wings of Eleanor Roosevelt Circle is a Community Building with a Community Room and kitchen, and offices for the on site manager and a supportive services coordinator. An additional office is available for organizations to provide services to the residents. The community facilities will be fully handicapped accessible. Outside the Community Building there will be open space for gatherings and outdoor activities. At Eleanor Roosevelt Circle there will also be areas for community gardens, recreation, usable open space, and lots of places to sit outside.

Eleanor Roosevelt Circle is a cooperative partnership of Davis Senior Housing Communities, Neighborhood Partners, LLC, and the Yolo County Housing Authority. Predevelopment funding has come through the Kaplan Fund of the Cooperative Development Foundation, the Northern California Community Loan Fund and the City of Davis. Permanent financing is provided by the California Housing Finance Agency, the California State Department of Housing and Community Development Multi-Family Housing Program and an Affordable Housing Program grant applied for by First Northern Bank and made available through the Federal Home Loan Bank of San Francisco. Eleanor Roosevelt Circle will be managed by the John Stewart Company.
